UHI North, West and Hebrides is a newly formed College following a merger that took place 1st August 2023. Procurement policies and related documentation are scheduled for publication January 2024, in the interim please contact the FOI Officer with any questions.
The college is a member of Advanced Procurement for Universities and Colleges (APUC) Ltd, which is the Procurement Centre for Expertise for Universities and Colleges in Scotland. APUC works collaboratively with universities and colleges to set up contracts on behalf of the Higher and Further Education sectors, to purchase supplies, services and works. The Procurement Reform (Scotland) Act 2014 requires public sector organisations to publish an Annual Procurement Report in circumstances where their regulated non pay spend exceeds £5m. The college spend does not exceed this threshold, however in the interests of transparency an annual report will be published.
UHI North Highland, UHI West Highland and UHI Outer Hebrides colleges merged 1st August 2023 to form UHI North, West and Hebrides College. The first Annual Procurement Report for UHI North, West and Hebrides will be published in late 2024.

The College will publish a 2 year Forward Contracting plan within its Procurement Annual Report.

In accordance with the Procurement Reform (Scotland) Act 2014, the Procurement (Scotland) Regulations 2016 and the Public Contracts (Scotland) Regulations 2015, the college advertises tenders above £50,000 through the Public Contracts Scotland Advertising Portal: http://www.publiccontractsscotland.gov.uk/.
The Advertising Portal can also be used for smaller value tenders and/or quick quotes.
Prior to 1 January 2020, high-value notices were published to the Official Journal of the European Union (OJEU). With the conclusion of Brexit, high-value notices from the UK are no longer advertised on the OJEU, unless stipulated by an external funder as a condition of grant.
In accordance with the World Trade Organisation, Government Procurement agreement, high value contracts are advertised on Find a Tender Portal (www.findatenderservice.co.uk)
